Powershell 2.0 coz it is shipped with windows 7 or server 2008. No need to install anything except you want to use extra snapin. For Web, php/perl for system programming, perl/linux

for automation. so i think you might be working as QA. (let me know ho ki haina hai)
there are a lot of paid version of automation software but the one open source script which is really easy to learn and use is "auto script'. Try that one.
If not for automation then there are a lot that you and other person has already said. But particularly for automation, give 'auto script' a shot.

I have never used python but you can give a try. I do most of the automation using powershell and it supports .NET too.
