All you need to do is fill out the form 8843 and mail it to the irs address.

1. Go to irs.gov and search for form 8843 (search is on the top right hand cornor of the page).

2. Download the form and fill out the top portion, section I and III only. You provide the information that you know on these sections that are related to you.

3. Sing and date the form on the bottom of second page.

4. Mail the form to the address given on the instruction. Read the instruction for that. Instructions are below the form.

This is very simple and you will be fine with US tax law if you do as I have mentioned above.

naya nepali, Elixir is right. Since you didn't earn any money in 2009, all u have to do is file 8843.

my honest opinion, and i'm sure you won't like it. but if i were  you i would go to the cashier's office at 8 am  tomorrow. ask if they would refund my tution or even give me half the refund. if they could i would buy ticket with that money and leave this country as soon as possible and go to engeneering college in Nepal and come back here after few years and just find a job or enjoy for few days and go back. if the cashier office can't refund me nada then i would work in the summer and go back. Nepal is a risin country. As a Nepali citizen you can freely work in India which is the fastest growing country in terms of tech. lots of my friends are working in india after graduating from indian universities and they don't regret not coming to usa. In Nepal things are getting better although you hear problems of water, electricity and pollution, but hey, it's a metro area, and that will improve too infew years. if you have made it to usa  as a student i'm sure you're from kathmandu where the economy is booming and unemployment rate is less than 5 percent, i'm sure, i've hardly talked to any unemployed friend or relative in kathmandu, i can't speak for whole Nepal but if you go by the city it is more promising than usa. In usa most people i know are working in gastation or unemployed or pooping in their pants hoping it wont be their last day at their job. sadly the  poopers are considered are the most successful ones. so what do you wanna do, working in gastation, be unemploye or poop in your pants? i hope neither, so go back.
