दरबारमार्ग स्थित होटल उडल्यान्डका संचालक हुन हरि श्रेष्ठ । गरिब मारेर पैसा कमाउन र होटलमा सामान सप्लाइ गर्नेको पैसा नतिर्ने मा एक नम्बरमा नाम आउछ यिनको । धादिङका तरकारी सप्लाइ गर्ने किसान हुन वा काभ्रेका , वा न्युरोड अथवा पुतिलीसडक का होटल सप्लायर , यिनले कति ब्यापारी डुबाए लेखाजोखा नै छैन । सप्लायरको मात्र होइन , कर्मचारिको तलब दिन भने पचि उनको टाउको दुखेर आउछ । म भने आज तपाइलाइ एउटा पुरानो कथा सुनाउछु ।

करिब एक दशक भन्दा अगाडीको भएपनि अहिले सान्दर्भिक भएको ले यहा उल्लेख गरिएको हो ।

एक जना बैद्य थरका ब्याक्तीको ए सी र रेफ्रीजेरेटरको पसल थियो , भोटेबहालमा (पछि पसल छोडेर पत्रकारिता गरेका यि ब्याक्ती नेपाल का एकजना चर्चित् पत्रकार हुन । नाम चै उल्लेख नगरौ कि?) बैद्यको पसल बाट यि श्रेस्ठ ले ए सी का सामान मगाउने तर पैसा तिर्न भने पछि यिन लाइ ज्वरो आउने । ६, ७ महिना सम्म पनि श्रेस्ठ ले पैसा नतिरे पछि बैद्य लाइ चल्न सम्म झोक चल्यो । एक दिन होटल मा गएर पैसा मागे बैद्य ले । तर कन्जुस श्रेस्ठ ले किन पैसा दिन्थे । केहि बेर को चर्का चर्कि भए पछि पैसा नपाएको झोक मा बैद्य ले पेपर वेट उठाएर हाने श्रेस्ठ लाइ । उनलाइ लाग्न त लागेन र श्रेस्ठ ले बबाल खडा गरे । पुलिस बोलाए , रिपोर्ट लेखाए प्रशासन मा ।

कुरो पुग्यो तत्कालिन अंचलाधिस बिष्णु प्रताप शाह को मा ।उन्ले दुबै पक्ष लाइ अंचलाधिस कार्यालयमा बोलाए । तर श्रेष्ठ किन जान्थे , उन्को होटल को कुक लाइ पठाए । बिचरा कुक अञ्चलाधिस को सामुन्ने पर्ना साथ होस हवास उड्यो । रुदै बिन्ति गरे - सर मलाइ केहि थाहा छैन , म त साधारण करमाचारी हु ।

अञ्चलाधिस ले पुन: अर्को दिन श्रेष्ठ लाइ हाजिर हुन बोलाए । किन जान्थे श्रेस्ठ मरेकाट्टे गएनन । झोकि शाहले प्रहरी लाइ आदेश् दिए - पक्रेर ल्याओ । प्रहरीले पक्रेर त लग्यो तर श्रेष्ठ ले बयान दिनै मानेनन । परेन फसाद ।

शाहले थुन्ने धम्की दिएपछि श्रेस्ठ ले बयान त दिए तर यसरी —
 कति पैसा तिर्नु छ?
 छ होला १०, १५ हजार जति ( पैसा तिर्न भने ८० हजार जति बाकि थियो )

 अनि समान लगेपछि पैसा तिर्नु पर्दैन त?

 तिरौला बिस्तारै , पैसा भएपछि ( स्मरणिय छ , श्रेस्ठ को मा बाकी उठाउन जाने सबैलाइ यस्तै जबाफ दिन्छन, पैसा भएपछि दिउला न ! )

 शाहले कड्केर भने - तपाइ सामान लाने अनि पैसा चै भएको बेला तिर्ने भनेर टार्ने?

 श्रेस्ठ के कम - मैले सामान बुझेको होइन , कस्ले सामान बुझेको हो मलाइ थाहा छैन भन्ने पो जबाफ दिए ।
बिल भर्पाइ खोज्ने काम भयो - स्टोर का कर्मचारीले सामान बुझेका रहेछन् । श्रेस्ठ ले भने - ति कर्मचारी अहिले होटल छोडेर गैसके। मलाइ थाहा छैन । कति तिर्नु छ?

वावा कत्रो फुर्ती?

आजित भएका शाहले यो केश हेर्न जिम्मा तत्कालिन सहयक अञ्चलाधिश लाइ दिए( बस्नेत थरका सहायक अञ्चलाधिश थिए , नाम् चै अहिले बिर्से मैले ) बस्नेत अलि कडा स्वभाबका - श्रेस्ठ लाइ तुरुन्तै भने - पैसा तिर्ने भए तिर नत्र थुनिदिन्छु । खोर मा पर्ने धम्कि आएपछि भने श्रेस्ठ कालो निलो भए र पैसा तिर्ना राजि त भए तर १५ दिन को भाका मागे र भने - पैसा लिन होटलमा आउनु । तर बैद्यले अडान राखे - म होटलमा पैसा लिन जान्न् -पैसा ल्याएर प्रशासनमा बुझाउनु पर्छ र कागत च्यात्नु पर्छ ।
१५ दिन बित्यो तर श्रेष्ठ पैसा तिर्न आएनन । होटलमा बुझ्दा थाहा भयो , प्रशाशन बाट फर्केको पर्सी पल्टै श्रेष्ठ थाइल्याण्ड भागेछन ।

बारम्बार ताकेता गर्दा पनि श्रेष्ठ को अत्तोपत्तो थिएन । थाइल्याण्ड बाट त फर्केछन श्रेष्ठ तर होटलमा नगइ कसै लाइ थहा नदिइ त्रिपुरेश्वरको होटल ब्लु-बर्ड मा लुकेर बसेछन । एकदिन यिनै बैद्य पैसा उठाउन ब्लु-बर्ड होटल के पुगेका थिए - श्रेष्ठ फेला परिहाले । अब परेन फसाद श्रेष्ठ ले बिन्ति गरे - पुलिस नबोलाउनु , अहिल्यै पैसा दिन्छु ।

यो त एउटा सानो उदाहरण मात्र हो , अरु कति को पैसा ति यिनेले सित्तैमा पचाए । .................................................................................

If Hari Shrestha the only businessman who was assaulted, then there would be an element of doubt. But, I read another blog where the owner of a dairy (74 years old) and his son were beaten up in their residence early in the morning. Are these isolated incidents? Or there are many other small businessmen who are being harassed and are keeping quiet?

I have also read that because of the peace accord, police are without weapons and the maoists stutter around with openly showing their weapons. So, what is the safety situation of an average Nepali?

Even though I never supported bandhs as a form of protest, I am ambivalent about this issue here.

We cannot promote mob rules in any way. If certain individual has had problems with other individuals then they can take it to court to settle it.

You cannot compare it with one political group members attacking an individual. It's not the same thing. It shows that there is no law. Maoists who are now part of the government are involved in such extortion so what can you expect out of the government?

In order to protect themselves I think it's high time for the industrialists to meet up, raise some funds to hire renegades to get rid of the maoist commands. Without their leaders the maoist blind followers will go back to their villages. Currently they are all following the whims of the so called madman prachanda. It's time to wipe them out.

The Malle episode was an event which too has added to the
frustrations of people trying to do business in Nepal.

On a larger note, people in Nepal have been writing about and complaining against businessmen being beaten up/looted/extorted by the Maist for a long time.

Hari Shrestha might be a cheap individual. Being cheap is one thing, while a crime on humanity is another thing.

Extorting, beating up an individual for not agreeing to pay extortion money, is a crime on humanity, specially by members and activists of a political party.

Let us denounce this act and make the maoists pay for this, and not make Hari Shrestha a scapegoat because he's one cheap individual.

Why you guys have forgotten the fact that these top-class businessmen were providing Chandaa to all political parties and maoists in the past.

If you dig out some past events, you can find out several episodes of tussle between maoists versus pabson, big industry-houses and many other business groups, which were settled by transaction of huge donations under their table. Nobody wanted to disclose how much they paid nor they disclosed the condition of their agreement. That was the case when the country had declared maoist as a terrorist group. Similarly other political groups also collected a lot of donations under numouros title, including election campaign, conventions, meetings, protest programs etc. The business community not only considered such unlawful and non-transparent donation either as their investment for future benefit or as their token of appreciation for running business smooth but also competed among themselves to become larger doner.

In other words, the business community paid dummy tax to shadow powers in jungles and political power houses but did never want to come under a transparent tax-policy of then government.

Yes, I don't support maoist attrocities, and forceful extortion of donation. Having said that I must condemn what maoist had done to Hari Shrestha and other business leaders elsewhere in the country. Hari's case is just a latest one that surfaced on news media. Many other like Binod chaudhary, might be paying these blackmailers in regular basis. Weren't these moron businessmen feeding snakes for years and making them powerful?

Business community in Nepal has been responsible to make Nepal worse by not paying tax properly, by not practicing healthy marketting strategies and by extortion of public resources. They do not have moral ground to advocate for a good system as they have always preached system by practicing bribery. Yes, their mercy on maoist and and political groups has now turned out to be their own curse because the demand is grown beyond their expectation. So, these business community is standing against the maoist when maoists are facing troubles to fix other issues.

To tell you the truth, I was more shocked when I knew Mukti sir was chopped, when I heard a journalist was beheaded, when I saw photographs of ambushed public vehicle and many other events where innocents, I mean real and truely innocents, were made victim of their insane movement for no good reason. I don't say I ignore this Hari's case, but this sort of business people are in trouble because of their own roles (may be minor but significant) in the past that served as coramine to this sucking parasites.

Maoists have targetted many individuals separately and extorted, beaten them up without the news ever hitting media. This particular one with Hari shrestha's beaten up black and closed eye has been an eye opener for the public at large. As private citizens they do not have the power or the pull to come out in the open, but as businessmen who are responsible for the economy of the country they have the capacity and the power to make things happen. They have to tread well and tread carefully so that they don't walk on traps placed by the exhortionists.
