Capital city to Dharan? And what does dharan have that'll enable it to be an effective capital? A capital must be centred so that all resources can be effectively co-ordinated. Dharan could be made the business capital but not a national capital. Dharan lacks the ancient architecture that enables it to have the splendour of a capital city. And what does kathmandu have anything to do with this? If it's the people you're referring to karmarana thenI'd guess there are more maoists hiding arund Dharan than KTM. It would be a bad place to set up as a capital. Nor does dharan have buildings to house ALL the offices and government buildings....
