Insurance premiums depends on your age as well. Usually, lower your age higher the premiums will be. If your city has a good public transportation and you are single with no children, I suggest not to buy car. You save around $6000 per year for not having a car!

I think instead of known insurance companies like Geico, Allstate Insurance and others, if you go to local insurance agencies, you will get a better deal. When I first got my car, I was freaked out too but I got a good deal at a local insurance agent and after a year with my driving license all built up, I moved to Geico with low premium. Good luck.

You save 6000 dollar by not buying car but get the convenience, luxury and pleasure of 20000 dollars even if you have a 1998 car. Geico should be the cheapest.
